Created a new Under/Overfilling ground data page where users with the PERSONNELPLANNING_ROSTER_EDIT role can define the hierarchy of personnel groups within a department (cluster):

User without the User Management PERSONNELPLANNING_ROSTER_EDIT role:

An Able Seaman (AB) in a fisherman role is not flagged because they share the same level. Treat these pairs as equivalent so substituting one for the other does not trigger underfill or overfill warnings.

There is an equivalent mapping for these assignment pairs so the system does not flag an employee as underfilling or overfilling when their qualification differs from the assignment.
